Rosye Cloud Exonerated by Veterans Affairs OIG

The Department of Veterans Affairs, Office of Inspector General, has exonerated VA official Rosye Cloud, clearing her of any wrongdoing following an administrative investigation into baseless allegations of a conflict of interest with her husband Chad Cloud. After a nearly two-year taxpayer-funded investigation – in which Ms. Cloud fully cooperated with investigators – the OIG found no evidence of wrongdoing.

Ms. Cloud is vindicated to hear that after three years of working to expand economic opportunities for our Nation’s Veterans, the baseless allegations are proven to be false. In a statement released through The Lenzner Firm, Ms. Cloud stated: “The OIG report acknowledges that I repeatedly and proactively engaged my leadership, VA ethics counsel, and acted in full compliance with governing laws. Allegations of misconduct were simply untrue.”

“Our Veterans deserve an effective and efficient Department of Veterans Affairs,” added Ms. Cloud. “Leaders must be willing to take on the status quo if we are to transform the culture. These types of false allegations are the modern-day realities of leading change. With this exoneration, I am renewed in my commitment to public service.”

In their report, the OIG stated conclusively that “Ms. Cloud did not misuse her VA position” and that “We found that Ms. Cloud sought counsel and adhered to OGC attorneys’ advice which enabled her to avoid a conflict of interest.”

In July 2013, Ms. Cloud was hired by the Department of Veterans Affairs as a Senior Advisor for Veteran Employment, in part on a mandate by VA leadership to innovate and increase economic opportunities for Veterans. Upon arrival at Veterans Affairs, Ms. Cloud pledged to help improve a culture in moral crisis. Instead of accepting established norms or simply leaving, Ms. Cloud – with deep resolve to serve those who served their country – focused on improving operations, increasing accountability and reducing unnecessary costs and frivolous contracts.

Rosye Cloud has dedicated her career to serving her country, the military, Veterans and their families. Her work at the VA includes developing a series of large scale innovation pilots and national partnerships to assist Veterans reach their full economic potential. Throughout her career, Ms. Cloud has proven her tenacity to improve government, build partnerships, and support vulnerable populations.
