SGT Oren C. Tucker 68-69

While reviewing my coin collection with my daughter, I came across some old Viet Nam paper money that a family friend gave to me when I was a boy. The Viet Nam bill that caught my interest was one that had been signed by a man named Sgt. Oren C. Tucker. I thought your Find a Vet website might help locate him so I may return the money to him. Please tell me if there is family relation or contact to Oren C. Tucker. It also has the notation "Feb. 3, 1968 "TET" Feb. 3, 1969" on it. Do you know what this means? Please contact me so I may return this Viet Nam bill to its former owner.
