When can't VA decrease ratings any longer?

Hi. New to this group, but glad I found all of you. I have read many of your threads and feel if we could put all our frustration in one place, we could probably replace the US need for foreign oil with all our steam!
Anyways, I was wondering if someone knew the VA Reg on when they stopped reevaluating disabilities?
How does one find out if your disability (one of many) is rated as one that is to be relooked at or permament?
Finally, is there a different VA Reg on when the VA is not allowed to lower a rating any loger (I heard that after seven or eight years, even if they VA thought they that they could lower a rating--the veteran deserved a lower rating, they could no longer lower it)?
