i was released from active duty in 1993 during the drawdown under the ssb program i was awarded x amount of money for time served in the us forces. 7yrs later i submitted my paperwork for my service connected disabilites, i recieved my rating and then was told that i would not recieve any moneys until i repay my debt to the service, what debt, i didnt borrow anything from them, this felt like a boot in the butt and a slap in the face. va tells me that until its paid back i wont recieve anything. where can i turn to for help?

There isn't any place to turn for help because the VA hasn't just made an arbitrary decision on this. Public Law requires them to recoup all of your entitlement to SSB before you receive VA compensation.
