      Good afternoon,
      It has been awhile since we last corresponded but I have a very sticky vlient (I am a VSO here in N. Idaho).
      He was awarded 100% through 1151 from a botched Ross Procedure in 1996. The decision of 2004 stated that no further exam was needed as the condition of the heart was never going to get better.
      The veteran put in for a claim concerning his PTSD and the VA has taken up the opportunity to reduce his 1151 claim to 60% based on the straigh forward criteria for cardiac claims. However, there is no evidence that he has gotten better.
      My question is: can the 1151 be reduced as though it was just a regular claim that can be reevaluated should another claim (PTSD) be opened?
      Second: shouldn't the 1151 award date be based on the 1996 botched surgery that resulted in the 100% rather then 2000 that the decision in 2004 awarded?
      What do I do?
      Oh, his stress over all this has baiscally gotten him declared persona-no-grata by everyone leaving us as his only resource.
