Yes, you can get a copy of any information the government has on you under the Freedom of Information Act.
If the C&P was conducted by a VAMC you might be able to get a copy 2 weeks after the exam by writing a letter to the Release of Information Office or the Patient Advocate. Sometimes they will refuse and direct you to contact the VA Regional Office instead. In that case send a letter to the VARO and tell them what you want. Write FOIA on the envelope. If the C&P was conducted by a contractor, you have no choice but to contact the VARO.

But if your claim is in progress, will it hinder processing of the claim?
generally not unless your claim is actually being worked at that very moment by the rater or has been sent off to the BVA.
